To lead the entire Government machinery in the formulation, advocacy, coordination, monitoring, evaluation and implementation of policies, programs and projects for quality service e delivery and social economic development.

The Office of the Minister of State for Provincial Affairs and Devolution Harare Metropolitan Province is the Apex Agency mandated with the strategic role of providing policy guidance and orchestrating the entire Government machinery in the implementation of programmes and projects to realise vision 2030. The Provincial office is comprised of the various departments whose main functions differ.

From an Integrated Result based Management perspective, the Office of the Minister of State through various Ministries, Departments and Agencies listed below will play an overarching coordinative and supervisory role to ensure that Provincial development priorities and set targets are achieved as we move towards a Prosperous and Empowered Upper Middle-Income Society by 2030”.
